EXECUTIVE DIRECTOR

Todd Jacobson
Todd brings over 30 years experience in behavioral health to CCMH. He has worked with members, managed clinical programs including an Intellectual/Developmental Disabilities program and has overseen the regulatory compliance of the behavioral health side of an Oregon CCO. Todd has a passion for community behavioral health, in that the services CCMH delivers are what promotes a healthy and vibrant community. Todd has a Master’s Degree in Social Work (LCSW) and is certified in Healthcare Compliance (CHC).

David Richmond
Director of Developmental Disability Program
David brings a wealth of well rounded experience to a career dedicated to serving people successfully living with intellectual and developmental disabilities. David believes in first rate customer service for those served and engages each and every individual with transparency, dignity, and respect. David has a passion for strong advocacy and leading a team of dedicated professionals eager to support individuals to live a life of independence and self direction.

Tasha Miniszewski
Director of Adult Outpatient Behavioral Health Services
Tasha has been working in the field of mental health and addictions for over 15 years. She started and ran a program for parents in recovery from addiction and has worked with marginalized populations of many capacities. Leading a team of clinicians and staff who care deeply about this community gives her great joy, as well as building and strengthening partnerships and creating innovative change within CCMH. Tasha has a Masters in Social Work from Portland State University and is a Licensed Clinical Social Worker (LCSW).

Rebecca Jenkins
Clinical Director, Children and Family Outpatient Behavioral Health
Rebecca Jenkins, LCSW, brings over 20 years of professional experience working with children, youth, and families. She has been with CCMH since 2015 in a variety of clinical roles and is excited to now be a part of the executive team. Rebecca believes in promoting child and family resilience and well being through developmentally appropriate and strength based approaches. She is an advocate of whole community collaboration to promote and sustain positive health outcomes for the most vulnerable in our county. Rebecca is committed to developing a passionate, professional, and responsive child and family department that our community relies on for quality care.

Ben Weaver
Director of Intensive Behavioral Health Services
Ben has been with CCMH for over 12 years, focused on serving clients diagnosed with Serious Mental Illness. He has worked in CCMH’s residential and outpatient settings, including several years overseeing the Psychiatric Security Review Board (PSRB) program. Ben has a Master’s in counseling from Portland State University, and is a Licensed Professional Counselor (LPC), and a Certified Alcohol and Drug Counselor (CADC) I.

Miriam Parker
Clinical Director, Integrated Community Support Specialties
As clinical director of the Integrated Community Support Specialties department, Miriam oversees crisis services, civil commitment monitoring, peer outreach services, hospital monitoring and coordination, primary care integration activities, and supervision of Revitalize Wellness Center. Miriam completed her Masters Degree in Social Work at Portland State University in 2004, and is a Licensed Clinical Social Worker (LCSW). A CCMH employee since 2015, she previously worked as an inpatient medical social worker. She has lived in Columbia County since 2005 and is proud to provide integrated and coordinated services to her community.

John Sherlock
Director of Information Services
John is a technology professional with over 13 years experience managing enterprise implementations of health care information and EHR systems. Experienced in assessing, analyzing and defining business and functional requirements. Proven ability to implement hardware, software and Business Intelligence solutions and deliver next-generation technology, improving access to clinical information and crucial management tools.

Jen Reffel
Medical Director
Jen provides administrative and clinical leadership for medical services throughout the agency. In her role, she brings a medical perspective to operations and program development, in addition to providing direct client care. Jen is passionate about improving both the mental and physical health of our community. She leads on-site integrated health programs and works with partnering health providers to improve coordination across systems of care.
